Its 1789 and France is bankrupt. Just 5 years after being on the winning side of the American War of Independence, France has lost its last foothold in India, an economic disaster, and has little to show for its victory other than aiding the Americans in shaming their ancient enemy, the British with a defeat. Now with a famine raising the price of bread and an epidemic of cholera killing thousands of Parisians, the flames of revolution are igniting in France.

Background:
The Investigators:	The Royal French Army, along with the French Royal Navy are part of the few functioning government institutions left in France. The Parisian police has all but collapsed due to lack of funding and the few police left are corrupt and ruled by graft. The situation has become so bad that the Army has been sent into Paris to help maintain order. The players are a team of soldiers sent into Paris to do just that.
