The House of Bourbon Alliance: France & Spain

Spain in the early 19th century was a country in turmoil ruled by of Ferdinand VII. Ferdinand's rule included the loss of the Spanish colonies in the New World, except for Cuba and Puerto Rico, in the 1810s and 1820s. Ferdinand reached out to the King of France, a fellow member of the house of Bourbon for help.

France After the 1st fall of Napoleon in 1814, France was ruled by king Louis XVIII who over saw the government of the Bourbon Restoration.  After Napoleon’s return for “100 days”, the king returned again in 1815 to lead a wave of White Terror headed by the Ultra-royalist faction. The following year, Louis dissolved the “unpopular” parliament.

The House of Hapsburg Alliance: Austria, Denmark, Prussia, and Sweden.

The Hapsburg Alliance is a coalition of central European Monarchies backed by the “Benefactor”, a rich entity or cabal that seeks control of the Caribbean for its own nefarious reasons. Officially it’s supplying the House of Hapsburg to re-invigorate trade and stability in the Caribbean Sea, as two of its four members have colonies there.

The Monroe Doctrine: The United States of America

The Doctrine set down by the current President James Monroe was a warning to the Europeans that the United States would not tolerate European interference in the Americas. It was up to the United States Navy to enforce this.

The Pirate Alliance:  Former Privateers from Europe, North and South America, North Africa and even Asia.

The end of the Napoleonic wars and the French invasion of North Africa in 1820 displaced a large number of Privateers/Pirates who then moved to the Caribbean Sea.

The Royal Quadruple Alliance: Great Britain, Russia, Portugal, and Netherlands

The Quadruple Alliance was formed by the monarchist Great Powers of Europe at the Treaty of Paris at the end of the Napoleonic wars in 1815. Current active members in 1821 are Great Britain, Russia, Portugal, and the Netherlands.
